Abstract․ The article examines the role of safety culture within the disaster risk reduction (DRR) system as a fundamental factor for ensuring resilience. A comparative analysis of advanced international models (Japan, Chile, Iceland, etc.) and the possibilities of their adaptation in the Republic of Armenia are presented. It is substantiated that the effectiveness of safety culture relies on the synergy of technological innovations, public trust, and legal responsibility. Based on the research findings, forward-looking recommendations are proposed across the educational, legislative, and technological sectors, aimed at enhancing the comprehensive resilience of society and improving disaster prevention strategies.
